About us:

North Old Town Independent Citizens’ Association (NOTICe) of Alexandria, Virginia is an incorporated, non-profit organization dedicated to the promotion, protection, and preservation of North Old Town.  NOTICe, a civic association, has been designated 501(c)(3) non-profit organization by the Internal Revenue Service.

NOTICe seeks to educate residents of the City of Alexandria, especially those residing in North Old Town, about issues that bear on their interests, welfare and common good. We strive to distribute information via a newsletter, maintains an up-to-date website and provide a voice for North Old Town residents in a number of local decision-making bodies.

Meet the 2024 Board of Directors.

A Brief History:

The name of the organization, NOTICe, was proposed by North Old Town residents during an organizational meeting on April 11, 1999.  NOTICe is the acronym for the North Old Town Independent Citizens' Association.

North Old Town is bounded by Oronoco Street to the south, Dangerfield Island to the north, Washington Street to the west and the Potomac River to the east. 

NOTICe's provisional board of directors convened the organization's first membership meeting on June 8, 1999.  Our original Bylaws were adopted unanimously by the dues-paying membership on November 3, 1999, and official board members were approved unanimously.

The association's revised Constitution & Bylaws were unanimously adopted by the membership on June 14, 2001, when our abbreviated name was changed to NOTICe.  The current Constitution & Bylaws, now two separate but related documents, was approved unanimously on September 22, 2011 and are posted to the right.

NOTICe has played an integral part in:

  • Reducing property tax rates

  • Improving the quality of the air by demanding stricter emission controls for the now-closed Potomac River Generation Station

  • Acting on zoning and land use issues

  • Participating in the city's formal and informal waterfront planning activities

Since November 2011, a member of NOTICe has served as an appointed director- or member-level Principal Point of Knowledge (PPOK) for all significant projects in and around North Old Town in which we have a stakeholder's interest.

We have distributed and forwarded petitions to government officials, testified at Planning Commission hearings, City Council meetings, Virginia Department of Environmental Quality hearings, and Council of Government meetings.

We have presented our views to every level of government and have organized rallies and marches.  NOTICe has hosted political campaign forums that allow citizens to meet local candidates for public office and discuss their concerns with them.

We host an annual winter social event, believing that fun and citizen interaction play an important role in our activities.  NOTICe has been the active voice of all citizens of North Old Town on issues that contribute to our quality of life.
