The North Old Town Independent Citizens'
  Association (NOTICe), of Alexandria, Virginia

 

Purpose: NOTICe is an incorporated, non-profit organization dedicated to the promotion, protection, and preservation of North Old Town. NOTICe seeks to educate Alexandria City residents, especially those residing in North Old Town, about issues that bear on their interests, welfare and common good. Also, NOTICe distributes information, maintains an up-to-date web site (www.notice-alexandria.org) and contributes to other organizations that qualify as exempt organizations under section 501(c)(3) of the Internal Revenue Code, or corresponding section of any future federal tax code.

Brief History:
The name of the organization, NOTICe, was proposed by North Old Town residents during an organizational meeting on April 11, 1999. NOTICe is the acronym for the North Old Town Independent Citizens' Association. Its jurisdiction is within the borders of Oronoco Street on the South, Dangerfield Island on the North, Washington Street on the West and the Potomac River on the East.The first membership meeting was held on June 8, 1999, by a provisional board of directors. The original drafted Bylaws were adopted unanimously by the dues paying membership on November 3, 1999, and official board members were approved unanimously. The revised Constitution and Bylaws document was adopted unanimously by the membership on June 14, 2001 -- wherein the abbreviation for its name was changed to NOTICe. The current Constitution and By-Laws, now two separate but related documents, was approved unanimously on Sept 22, 2011.  They are posted on line. 

NOTICe
has played an integral part in: 1) Reducing the property tax rate; 2) Improving the quality of the air by demanding stricter emission controls on the Potomac River Generation Station (otherwise known in 2011 as GenOn, and before that, the Mirant Plant) leading to its closing on 1 October 2012; 3) Acting on zoning and land use issues; active participation in the city's formal and informal Waterfront Planning activities.

Additionally, we have since November 2011 an appointed director- or member-level Principal Point of Knowledge (PPOK) for all significant projects in and around North Old Town in which we have a stakeholder's interest. Their contact information by project is on the website.

We have distributed and forwarded petitions to government officials, testified at Planning Commission hearings, City Council meetings, Virginia Department of Environmental Quality hearings, Council of Government meetings. NOTICe has hosted political candidates' fora (all parties) to allow the citizens to interact with the candidates for public office in the city of Alexandria. We have presented our views to every level of government and have even organized rallies and marches. We annually host a winter social event, believing that fun and citizen interaction play an important role in our activities. NOTICe has been the active voice of the citizens of North Old Town on the issues that contribute to its citizens' quality of life.

Tax Exempt Status
: Application for 501(c)(3) non-profit status was originally submitted on January 7, 2002 and in May 2002 was approved. The IRS approval letter is posted on our website.

Incorporation
: NOTICe is incorporated in the state of Virginia effective June 27, 2006. The certificate is posted on our website.
